Hi,

I just got asked this question and I was wondering how it's handled as it's not clear from reading the spec. In my mind, this is similar to a mapref containing a topicref - it's not determined how the topic should be handled. Does the topicref become the last topic in the set?

Is this something that the spec needs to clarify or just the fallout of inheritance?

This is addressed in the DITA 1.3 spec in the reference topic for <topicsetref>:
http://docs.oasis-open.org/dita/dita/v1.3/os/part1-base/langRef/base/topicsetref.html

Specifically:
As with other cases where the attribute format="ditamap" is specified or used as a default, the use of topic references nested inside of <topicsetref> is undefined.
