Localization support for PDF2 plugin in DITA-OT 2.2.3

I have some questions related to the localization support for PDF2 plugin

For DITA-OT 1.8, the procedure to change the translation for a specific string/language was to copy the lang.xml file(en.xml) from pdf2_plugin/cfg/common/vars/en.xml to pdf_cutom_dir/common/vars/en.xml and change a certain variable.

For DITA-OT 2.2.3, this procedure is still working but some strings were moved from en.xml to DITA-OT/xsl/common/strings-en-gb.xml (see 'Note' string for instance). Also, the format for declaring the localized text is different in PDF2 and strings-en-gb.xml.
In PDF2 it is
<variable id="On the page"> on page <param ref-name="pagenum"/></variable>

and in strings-en-gb.xml it is
<str name="Note">Note</str>

Could someone to explain how the localization support works for PDF2 in DITA-OT 2.x? Is it a good idea to create a topic in the DITA-OT documentation that explains how to change a translation in the PDF2 plugin?
