distroless image defaults are now debian13

All default images for example gcr.io/distroless/static (vs static-debian13 or static-debian12) now point to the debian13 variant of the image. They were previously pointing to debian12.

Please be aware that we do not recommend using images without a debianX suffix.
If you are using gcr.io/distroless/<some-image> please switch to gcr.io/distroless/<some-image>-debian13
