Selecting Regions from Plan Chooser

Greetings,

Addressing issue #189: https://github.com/PublicMapping/DistrictBuilder/issues/189

If the region name is prepended to the LegislativeBody name, does that make the selection clear? I have a screen shot of the "Virginia" and "DC Metro" regions, which both have a set of legislative bodies in them.



Thoughts?

Seems like the simplest possible solution that would work, which is good. 

And it would get unwieldy if there were more than ~a page of  regions (40 or so)... might have to switch to a hierarchical menu at that point.  But unless someone already has a standard UI component they like for hierarchical menus, let's keep it simple.
