At Orlando Utilities Cooling, we are evaluating our current district
cooling metering, sub-metering and billing system methods and are
curious about how other IDEA member systems are handling residential
billing for district chilled water service. We want to better
understand how the district cooling industry is currently handling
chilled water metering, data collection, billing and invoicing for
individual tenant purposes (ie. Condos, apartments or sub-metered
properties.) Is there a cost-effective sub-metering platform out
there? We are also curious about how other IDEA district energy
utility companies have developed billing and customer management
systems to automate and streamline monthly billing and collection and

Austin Energy has language in the Chilled Water Services Agreement that
clearly states all submetering is the responsibility of the Customer.
We bill the Customer the full amount, they pay the full amount, and it
is their responsibility to bill the tenants appropriately.

I have worked in Dubai , where in the DC Providers have a billing pattern which is as below;
 
1) A onetime Connection Charge
2)  Annual Meter Charge
3) Demand Charge ( Billed monthly )
4) Monthly useage Ton-Hr consumed.
