District Energy service to 911 Call Centers

Do you know of any district energy systems (heating or cooling) that
provide heating or cooling as the primary service to 911 Call Centers?
Please advise if you have heard of an interpretation of NFPA 1221
("Standard for the Installation, Maintenance, and Use of Emergency
Services Communications Systems") that 911 Call Centers are not
allowed to have their “primary” service be a 3rd party district
cooling system or an “independent” system.
