In answer to your questions, just off the top of my head, some Public Power or gov't entities who operate DC systems, besides Austin Energy, include:
District Energy Corporation (Lincoln Electric System), Lincoln, NE
JEA (Jacksonville Electric Authority), Jacksonville, FL
Miami-Dade County, Miami, FL
OUCooling (Orlando Utility Commission), Orlando, FL
SAWS (San Antonio Water System), San Antonio, TX
 
Most (but perhaps not all) of the above are IDEA members.  All provide DC, while some may also provide DH.
 
I copied Len Pettis at IDEA, as they may be able to provide a more complete list.

While we struggle with increasing construction costs, as I’m sure most do, it would also assist us knowing how many fellow IDEA members ask their customers to pay for the cost to connect.  This would mean procure, install, own and maintain the following:  heat exchangers, mechanical room piping up to the heat exchanger from the 2’ outside the building wall, controls and in particular the service pipe from the main transmission connection to the building.  Our demarcation for the service pipe connection owned and maintained by AE is 2’ outside the building wall.
