Question on franchise fees, easements, charges

An IDEA member (Anders Rydaker of Ever-Green Energy) is doing
research on how cities impose franchise fees or provide easements and
charge utility providers for construction and operation of district
heating and cooling systems. Specifically, a city is trying to
determine what is a reasonable franchise fee or treatment for rights
of way (easements) to install and operate district cooling
facilities. If you have a case example that would be helpful or
explanatory, please post a response and/or contact Anders Rydaker at
