COMMUNITY NOTES
Accident ReportsIf you have been involved in an accident that occurred in the roadways (i.e., not on private property, such as parking lots) and need a copy of the ACC Police Report then you no longer have to go physically to the Police Department. This is because ACCPD is now making these accident reports available on line. Citizens can go to
www.buycrash.com to purchase and download a copy of their report. If you experience any problems whilst using this service, please contact Sergeant James Carter during regular business hours (Monday through Friday, 8:00-5:00) at
706-613-3330 ext. 287.
Airport TowerEarlier in the year ACC was notified that airport’s control tower was to be closed on April 21 and then that date was changed to June 15. However the Federal Aviation Administration will not shutter the tower this federal budget year (which ends on September 30). Whether or not this is a permanent decision remains to be seen.
Bike TrailsIn collaboration with ACC’s Park Services Division, the Southern Off-Road Bicycle Association (SORBA) has recently completed construction of the first phase of a series of permanent paths for mountain bike enthusiasts, hikers, and runners. These paths are located in the East Athens Community Park. The first trail – the Green loop (0.9 miles) – was completed in fall 2012 and the Orange Crush loop (0.7 miles) and the White Connector (0.1 mile) were completed in April 2013. SORBA is now working on Phase 2 of the project, which should be open by spring 2014. SORBA membership dues and fundraising helped collect over $2,000 for equipment and materials, two bridges, and recycled asphalt for trail sections. For more details, visit

BluewayOver the past several years the Unified Government of Athens-Clarke County, in collaboration with our partners like the Greenway Commission, has constructed a number of greenways around the county. Greenways not only provide great opportunities for exercise but also for moving people from place to place without them having to drive (e.g., by being able to bicycle). Thanks to a recent $4,000 grant from the Georgia River Network, though, the Upper Oconee Watershed Network is now working with ACC’s Leisure Services Department to create a water trail (
a.k.a. “Blueway”) in Athens. The grant itself comes from money raised by Paddle Georgia, which is an event held each year by the Georgia River Network. The water trail will run on the Middle Oconee River and provide recreational opportunities for kayakers and others. At present two access points are planned. The first of these will be at Ben Burton Park and construction is set to begin towards the end of the year. Not only will the trail and others that will follow provide recreational opportunities but will attract people to the community to use it, and thus will also have a positive effect on our local tourism industry.
Cell Tower MeetingA public meeting will be held on Tuesday, September 10 at 7pm in the Cedar Shoals High School Auditorium to discuss AT&T’s request to locate a cell tower on the property of Cedar Shoals High School. The Clarke County School District and not the Unified Government of Athens-Clarke County will make the final decision on this matter. Representatives of both AT&T and the school district will be in attendance to answer questions.
Outdoor Water Use RestrictionsAt the beginning of summer the Commission approved new watering regulations, which will allow outdoor watering three days a week. The recent rains have allowed for a relaxation in restrictions, although citizens are urged to continue conserving water as we are still in a Level 1 Drought Response. Level 1 is the least restrictive level, requiring all counties in the four-county Upper Oconee Basin Watershed Area (ACC, Oconee, Jackson, and Barrow) to reduce water usage by 2.5% over the previous two months levels. The most restrictive is a Level 4 response, which requires a reduction of 20% over the previous two months’ usage levels.
The new watering schedule is posted at
http://athensclarkecounty.com/index.aspx?NID=1243. These modifications apply to all residential, commercial, governmental, and institutional customers of the ACC public water supply system. Private water supplies such as wells are currently exempt from the outdoor water use restrictions, but conservation is encouraged as groundwater supplies have also been impacted by the drought. A Variance Permit is required to spray irrigate new plantings on weekdays. For more information, please call
(706) 613 3729, visit the Water Conservation Office, or visit
www.athensclarkecounty.com/publicutilities. The website
www.thinkatthesink.com has additional water conservation information.
Police AlertsIf you are interested in receiving emergency alerts on your cell phone from ACCPD relating to information concerning everything from BOLO’s (Be On the Look Out) relating to suspects the Police would like to apprehend to information about traffic accidents and road blockages, then you can do so by texting your ZIP CODE to 888777. You should check with your service provider, though, about charges that you may incur for receiving texts.
SOLID WASTEAs you may have noticed, Leaf and Limb pick-up has been delayed in some neighborhoods. This is because two of the three boom trucks used in this operation were down for over a week as they were being repaired. Additionally, one of the drivers had to have an emergency appendectomy. This resulted in the schedule being pushed back.
In case you wonder why the trucks travel in pairs, the reason is that one of the trucks – the boom truck – loads the dump trailer and is followed by a pull truck, which will swap out the trailer once it is full, leave an empty trailer, and take the full trailer to the landfill for emptying. This enables the boom truck to keep working. This is the most efficient way of operating the trucks when Westside neighborhoods located in District 5 are having pick-up, because it saves traveling across the county, dumping the load, and then traveling back to meet the boom truck, which can take almost an hour.

STORMWATERAs you may have noticed the rainfall in Athens this year has been significant. ACC Streets and Drainage crews have logged approximately 110 hours of overtime addressing localized flooding problems. The areas where staff have completed stormwater improvement projects over the past decade (e.g., Baxter Street, Barnett Shoals Road, Lumpkin Street, and Five Points) received no reports of flooding and these improved systems worked exactly as they were designed under these high flow conditions. Therefore, the long-term benefit of having a well-managed stormwater improvement program is paying dividends to the local community.
Glencrest Stormwater ProjectA Stormwater Infrastructure Improvement project with the goal of reducing flooding in the intersection areas of Knottingham Drive and Glencrest Drive is planned for this area in the coming months. Work is expected to begin the week of December 10, 2012 and be complete by December, 2013. The contractor for the Project is Strickland and Sons, Inc. The Project will be monitored and managed by Athens-Clarke County Transportation and Public Works. The contractor plans to close Glencrest Drive on August 22nd, weather permitting, the road will remain closed for thirty (30) days from closure date. Please feel free to contact the Project Coordinator, Rani Katreeb
