Local U.S. jurisdictional policies encouraging/requiring DE systems

We are wondering if IDEA members know of any local jurisdictions in the U.S. that have a District Energy policy that maps out certain areas where the jurisdiction would like and encourage the creation of DE systems, or where the jurisdiction requires buildings to hook up to an existing DE system, or to install “district energy-ready” HVAC equipment.  This would be analogous to a policy practiced by sewer or water districts that allow cost recovery of “betterments” whether or not the property owner connects to the system.? Arlington is evaluating developing such a policy and is seeking best practice guidance. Thank you.
