What an interesting challenge.  With such a long pipe I would look to the oil and gas industry for advice.  I recall much discussion on mechanical cleaning with a device referred to as a "pig".

We are currently installing a steam pipeline from A to B heating network to
import about 200Mlbs/hr of steam. We expect to finish the 7000’ of
underground 18” pipe installation in the coming months. Before we place
the line in service, we will need to remove any foreign matter in the pipe
and we are trying to determine the simplest, but effective, way to do it.
Steam blow is one option that is very effective, but is costly and
requires much planning, and not so easy in a downtown setting. I am
sending this inquiry to find out if any of you have added any significant
length of piping to your network (or to customers) in the past and what
method was used for internal cleaning before placing the line in service.
It would be great if each of you would provide your responses with the
    following information.

Length of pipe added (year & linear feet)-

    ID (inches) of pipe-

    Cleaning method used-

Steam blow used- If yes, provide info on how it was performed. (e.g.-
pressure, flow, silencer used, procedure,.. etc.)
