Support W3C community group creation

Please support creation of a W3C community group: https://www.w3.org/community/blog/2017/12/13/proposed-group-distributed-trace-context-community-group/

There should be 5 supporters to move this group from the proposed state.

W3C community groups https://www.w3.org/community/about/ are designed for community discussion and participation. They are open and public. Community groups provides some patent protection of the resulting specs and can be transitioned to the standard track - W3C working group.
