Issue tracker migration.

Hi all,

We are currently in the process of moving over all Cloud Haskell
issues that used to be maintained in a JIRA installation to Github, in
hopes that using Github for both pull requests and issue tracking will
lower the barrier to entry for contributions.

Apologies for the deluge of notifications this morning for those of
you that are Github repo watchers. I realize I should have given
advance notice that I had volunteered (and got agreement from the
maintainers) to do this!
