Use pi without ruby installed

I have a rails project that I want to push into a git repo. My
colleagues do not have ruby installed yet, so my idea was to commit
pik to the repo too and after the repo was cloned the colleagues can
run it to install ruby 1.8.7
I have put the pik files in a /tools/ folder beneath the rails app and
created a bat file that opens a shell with the devkit and tools dir
added to the path.
However calling "pik install ruby 1.8.7" does not yield in a ruby to
be installed.
How would I have to install the first ruby version on a fresh system?
