update chrome://flags programmatically

How can I automate the setting of chrome flags to enable PeerConnection?  I want to offer users the choice to execute a script rather than manually changing flags.

I think PeerConnection is enabled by default in Chrome 23 (canary), so, just tell them to use the latest canary build (or wait a week or so for the next Linux dev release, since Linux has no canary).

The flag is removed for now, but keep in mind that this can still change as M23 moves toward stable release.
