I myself found the issue. The issue was with crypto parameter negotiation. Corrected them and  now audio flows both side.

I think it will not be needed as this crypto problem was in my own part of the code. 
Only other issue with google code was that gtalk does not implement RFC5389 and I had to change my code to support RFC3489. Anyway, google has taken care of this in gmail (Anyway, I think google talk is not supported any more).

Hi, I have configured my Google voice to forward the incoming calls to my gmail-chat. So whenever I get a PSTN call to my GV# I get a ring in my gmail. However, I want to know why it does not ring my gtalk client (Downloadable client on my windows laptop) OR my libjingle client  when I am logged into gtlak client / jingle client and not in gmail through browser. 

Are jingle client and gmail broswer two different thing ?

The desktop Google Talk client is from 2006, before Google Voice was even conceived.
It lacks a lot of features, standard support and has some serious reliability issues. I would not count on any WebRTC integration with it.

I agree to what both of you said, So, lets drop 'Google Talk' word here. 

What I have asked in my last e-mail is - What about 'libjingle client' ? Its latest version 0.6.14 was released Feb2012.
