You'd need some hardware+drivers to ingest the SDI so that it appeared to be a webcam to your computer.

I know Blackmagic works well but I'm not sure why.

Does anyone know what technical requirements from a hardware / driver perspective are needed to have a video source appear as a webcam?

the webrtc library makes use of OS specific code to access cameras and microphones, so your question really needs to be operating system specific.
