Getting "permission denied" trying to access bugs in bugs.chromium.org

Sorry if this has been asked and answered already, but I couldn't find it.

Why can I access some bugs in bugs.chromium.org, but not others. Case in point, I can access https://bugs.chromium.org/p/chromium/issues/detail?id=1381045, but I cannot access https://bugs.chromium.org/p/webrtc/issues/detail?id=14652 that 1381045 references.

I can access 1381045 whether I'm logged into Google or not. I cannot access 14652 either way.

I'm being affected  by the bug reported in 1381045 and am trying to read about its conclusion, but it's been closed as a duplicate of 14652, so I'm stuck.

Crashes are security-relevant so their visibility is restricted.

For this particular one (which has been fixed a while ago, if it still crashes in recent chrome please file a bug from chrome://crashes)
don't use a maxptime attribute with a value of less than ten as recommended here.
