Webrtc android Video stream freezes

I am doing multi peer video communication (mesh topology). My audio communication if working fine. but having some issues in rendering multiple videos.

When two devices are connected their video communication is working fine but by adding the third device the previous video stream freeze on both devices but newly added stream is working fine on other two devices.
