How does signaling choose who to pair with who?

Hi, just started learning WebRTC, as far as I understand signaling is the part where it handles the connections and pairs the users between themselves.

Assuming scenario where there are multiple conference rooms - how do you send an information to signaling for it to pair you only with the people in the same room and make sure that no one else can join it if they are not in the same room?

Would each room have to have different endpoint for signaling server?

Just to clarify - signalling is not a feature of WebRTC, you can implement it however you want, for example, tie an offer to a user and tie the answer to another user in your database/memory, or tie them to the user and the room and so on.
