What is the current performance of WebRTC in terms of video/audio delivery?

Hi guys?
I'm new to this video call field. To decide a building block for my next project, I want to ask you guys about:

[a]
If I install the most recent production version of Chrome, what is the quality users can get in terms of video/audio, comparing to the other services like hangout? 
What about the other aspect like packet loss, RTT/delay, setup time, call drop, and subjective MoS based on your experience?

[b]
If I resort to WebRTC, I'm thinking of EasyRTC (and Google contributed TURN server).
That is because EasyRTC is the full stack according to my preliminary study. 
I am not supposed to use PaaS, since the project sponsor requested me not to use one.
Under this constraint, is there any other good EasyRTC-equivalent open-sourced project that I can take advantage of?

Not a full answer but: Hangouts in Chrome runs WebRTC.
