It is widely reported on the web that in order to disable webrtc in chrome on a mobile device that you should go to chrome://flags/#disable-webrtc and enable the option.

I am running Chrome 47.0.2526.83 and Android 5.1.1 on a Samsung S6 but cannot find the flag.  Has it been depricated?

Yep, looks like it is dead -

You should not rely on flags, anyway. They are bound to be removed at some point.

How do I disable webrtc on my mobile? 

Webrtc.org have an app WebRTC Network Limiter for my desktop but it is not available for Android, which is strange....

I do not think you can disable it.
The functionality of "WebRTC Network Limiter" will be built into the browser in the future, if I understood correctly.
