PSA: Field trial strings for simulating network behavior will be removed after 2024-07-01

The support for field trial string "WebRTC-FakeNetworkSendConfig" and "WebRTC-FakeNetworkReceiveConfig" will be removed.

The consequence is that network simulation support will be removed from WebRTC internals. 

Why?

To simplify the internal WebRTC code structure, code quality and improve refactoring velocity,
the class webrtc::DegradedCall will be removed. This greatly reduces complexity and restraints of
refactoring of webrtc::Call and associated class hierarchy.

What should be used instead? 

In Chrome,  DevTools can be used:

For tests, use Network Emulation Framework .
