How do I set opus codes to work in the SILK-only mode? Which module should I modify?

You should try a sample rate of 16Hz or less with a low bitrate. Any sample rate above 16Hz will force celt or hybrid mode. Specs are here: https://tools.ietf.org/rfc/rfc6716.txt
