Native App to Chrome Android H.264 Stream not working.

Why can't I stream to Chrome in Android in H.264? It can play H.264 videos with the <video> tag and on the same device Firefox does play the stream, as well as Chrome and Firefox on my desktop windows pc.
I have altered the sdp, so it only requests H.264 because Chrome does not write it into the sdp. The native app accepts it but Chrome throws this error: "Failed to set local answer sdp: Session error code: ERROR_CONTENT. Session error description: Failed to set local video description recv parameters.."
Does Chrome on Android does not support H.264 with WebRTC? If so why is there the #enable-webrtc-hw-h264-encoding option? These are the settings for H.264 I use: "profile-level-id=42e01f;level-asymmetry-allowed=1;packetization-mode=1" but I also have attached the altered SDP. Do I need to use another profile level id or did I made another mistake? VP8 and VP9 work but I need H.264 to work.
