PSA: keyFramesDecoded stats will be spec-compliant in M118

A fix for

landed in M118 (118.0.5951.0)

This means in the (hopefully rare but I've seen it happen) cases where the decoder fails to decode a keyFrame it will no longer be counted as "decoded".

Previously, this accounting was done pre-decode which did not align with the specification or the name.
