I am a bit unclear how congestion control is resolved between the data channel (DTLS/SCTP) and the media SRTP packets.
SCTP has congestion control, and it seems that WebRTC has some RTP congestion control (
https://datatracker.ietf.org/doc/html/draft-ietf-rmcat-gcc-02).
What I am a bit unclear about is if these two operate independently or if any feedback information is reconciled between them.
The concern here is that if the congestion control scheme for SCTP is not aggressive enough, in the SCTP reliable case, that due to a potentially lossy network and high retry latencies, the data channel is effectively dead.
With the previously deprecated RTP data channels, the congestion control story made a bit more sense since it was universally all over RTP.
