It is not possible to use the API directly. But you could use wrapper libraries from Microsoft https://github.com/microsoft/winrtc or https://github.com/iimachines/webrtc-dotnet-core

Sipsorcery is a C# implementation of WebRTC this is actively maintained/tested.
