PSA: WebRTC issue tracker: cannot create new issues

It's currently not possible to create new issues in our issue tracker :(
It has already been reported by the Native Client project in https://bugs.chromium.org/p/monorail/issues/detail?id=626 (I added a comment in there).
Hopefully the fix will be deployed soon.

This may have been fixed now. Possibly the error was related to the amount of characters put into the bug description; I was I able to post my bug after cutting down the amount of data.
