WebRTC samples and test apps not working on Android 11 (Samsung Galaxy A12)

I have tried a number of sample apps (https://webrtc.github.io/samples/) as well as appr.tc on Chrome 96 (96.04.4664.92) as well as the Samsung Internet browser (14.2.4.1) on a Samsung Galaxy A12 running Android 11...

In each of the cases, video plays but peer connection never seems to establish. It appears that ICE gathering never completes based on the console logs (inspected on another device) but I can not say for sure. In the case of test.webrtc.org specifically, the "Udp enabled" step never completes.

I have attempted these connections on a WiFi network and the cellular network with the same result.

Other devices including other Android devices running Chrome are working as expected.
