Has the new Chrome device selector & preview dialog been rolled out to everyone?

Hi,
Me and my team are now always getting the new dialog. chrome://flags/#camera-mic-preview flag is set to Default.
Did it roll out to everybody with Chrome 139 or still just a subset? I could not find any info in the release notes.
