AppRTC and TestRTC publicly available services are turned down effective 2021-12-13. The code for both projects remains open source and we refer users to the respective github projects (AppRTC & TestRTC).

A Dockerfile was added to the AppRTC repo with TLS support. Follow the https://github.com/webrtc/apprtc#docker instructions to run a local apprtc instance for dev and testing.
