PSA: Payload Type Assignment in WebRTC will be changing

FYI - the code for assigning payload types in WebRTC is being rewritten.

This will likely lead to changes in what payload types are assigned to what codecs in the area of dynamically assigned payload types.

The goal is that we should not see any change in any conformant application, but the actual payload types assigned may change.

We expect these changes to land in Chromium 132, with beta release planned around Nov 13, and stable release in December.
