An issue with ICE Restart

I am facing issue with ICE restart. I am using Janus SFU.

Basically, when I change network, I expect the ICE restart flow to work fine, but it doesn't work as expected.

After detecting ICE disconnected, I sent offer with createOffer and iceRestart flag as true.

I receive an answer for the sent offer, but here is how it goes wrong

1. setRemoteDescription

    type: answer, sdp: v=0

    ...

    a=end-of-candidates

2. signalingstatechange

    stable

3. setRemoteDescriptionOnSuccess

4. iceconnectionstatechange

    disconnected

5. iceconnectionstatechange 

    failed

6. iceconnectionstatechange 

   closed

Please find attached file webrtc-internals dump file. Do you see anything obviously wrong there?
