how to make the webrtc native c++ sdk support openh264 on ios?

as we see in webrtc/build/webrtc.gn, ｜brtc_use_h264｜is set to false.

rtc_use_h264 = proprietary_codecs && !is_android && !is_ios

I try to set ｜brtc_use_h264｜ to true by gn args, as a result, encounter some build error as follows.
