"AV1X" payload name will be changed to "AV1".

AV1 support was introduced to WebRTC before the RTP format was standardised. Payload name was set to "AV1X" to highlight its unofficial nature. Since the AV1 RTP payload descriptor has now been standardised, the payload name will be changed to "AV1" in Chrome M96.
