Android webrtc SDK chosing cellular network over wifi

There is weird issue that I am facing only with certain cellular network, where the Android webrtc (m94) chooses to download all video and audio over cellular data over wifi if both are switched ON at the same time.

I see that the network-cost for the cellular ice candidate is 900 whereas the cost for wifi cnadidate is 10. Still the download happens via cellular network.
