Webrtc-internals .. how is packet loss measured? (WebRTC dump file attached)

Hello All,

         I am working through some web-rtc call quality issues, and I can see in the logs a very "unnatural" packet loss graph.

So here are my questions:

1. Can you guys look at this dump and let me know if anything else looks off?
2. How is packetloss actually measured (i.e. how do we know we are dropping UDP packets?
3. Any other info would be great!
