When using a recvonly PeerConnection (without any local stream attached) I can get googRtt with the getStats API.    Usually rtt can be only calculated on the side sending RTCP SRs and that's how it works in Firefox.   How is it calculated in Chrome today?

Thx.

There seems to exists 2 different googRtt for getStats. One for connection and one for media.

The media one is not reported for receiving ssrcs. So I assume your question is about the connection level one.
Digging a bit more it seems that the connection rtt is based on STUN pings.
