PSA: webrtc-internals graphs are broken in M131

Note that the chrome://webrtc-internals graphs (as well as the timestamps which are relative to January 1st 1970) are broken in M131 which is rolling out currently.

The fix is already in M133 and should make it to M132, see

The graphs on

still work but the x-axis time values will be off.
