Is there a way to force sw h264 decoder in Android Chrome?

I have a issue that failed to decode two video streams with h264 decoder on Android 11 Chrome with cpu Snapdragon 680 4G, both video stream are 1280*720 30fps 2500kbps. 

And if try vp8 to decode same profile or h264 to decode 960*540 30fps 1500kbps, it works fine.

The decoder did not fallback to ffmepg, I don't know why, and wonder to know how can I force sw h264 decoder?
