There are a ton of really useful resources available online/stackoverflow/github/medium etc..

However the very first place I would recommend is to use:
https://webrtc.github.io/webrtc-org/native-code/android/
And follow the instructions to setup your webrtc chromium checkout and build AppRTCMobile
