Low Latency Real-time Video Streaming Solution for Robotics

Hi,

I am looking for someone that could help me develop a low latency video streaming solution for a robot. It needs to have an end-to-end latency of 120ms - 160ms for 720P video. 

On the robot, I would like to use a single board computer such as a Raspberry Pi (but I am open to anything). The receiver will be a laptop displaying to an external HDMI monitor. For example:

RPi Camera Module -> RPi H.264 Hardware Encoder -> RPi WiFi -> Laptop WiFi -> Laptop Decoder -> HDMI Display

I found a RPi WebRTC Streamer and someone who made a remote controlled FPV car with it. Unfortunately they were only able to get 140ms at 640 x 480.

I am not very technical but my hope is that someone with a deep knowledge of video encoding and WebRTC could be helpful in optimizing a solution to hit my requirements.

Any help would be appreciated!
