Issue permissions

If I visit, for example,

http://code.google.com/p/arat/issues/detail?id=10&can=2&q=

then I see only the link to add a new comment. Nothing to change the
status or doing stuff like that.

i've never worked out how to close issues myself and i don't see
anything like that either - i'll take a look at the help.

changing the status requires adding a comment. once you click in the
comment box extra fields appear.
