Revised Xml Output Format

i'm revising the xml output format. the current format follows closely
the way that RAT internally represents the data. so, if anyone is
working on stylesheets (or thinking about it), it's best to wait until
the new format is finished.

the new format will be more RDF-like: a resource element containing
subject-predicate-object claims about that resource. probably not RDF
(since that means namespaces, ontologies and so on) but more similar in
structure to RDF than the internal data representation used at the
moment.
