A statement is a sentence or a mathematical expression that is either
definitely true or definitely false.

A sentence that involves one or more variable, is called open sentence
and without knowing the value of all the variable(s), it is impossible to
associate the truth value with the proposition. Since it is not definite
that the sentence is definitely true or definitely false, It is not a
statement.

Also, the sentence
p(x) for all x in Null Set
is always true and is called vacuously true
