How do I manually download the extension and manually install it
offline? Or is this not an option?

On the extension page (http://j.mp/dchrome), right- or Ctrl-click the
Install button and save the link as. You should get a .crx file, which
you can then drag onto any Chrome tab -- while online or off -- to
install the extension.
(I think this is what you're looking to do, but let me know if not.)
