All these initiatives are indeed empowering tools for all the
stakeholders in the disability sector’ said Smt. Meira Kumar the
Minister for Social Justice and & Empowerment while launching the
Management Information System, the SMS alert facility, online
registration of complaints and to release the Case Law Reporter of the
office of Chief Commissioner. She was addressing Eighth Meeting of the
State Commissioners for Persons with Disabilities to review
implementation of Persons with Disablility Act here today.
She also released the Case Law Report- A compilation of orders of
Chief Commissioner for Persons with Disabilities in 3 volumes of 608,
688 and 529 pages respectively. The Minister also launched e-Complaint
Module which has the facility for e-Registration of complaints and e-
Status of Complaints through internet and SMS. The complainant can
also get information about the last action taken on the complaint by
sending the SMS “ccpd to Mobile No. 9870977193 (After typing “ccpd”
leave one space and then type the case number).
Any complaint relating to infringement of rights of persons with
disabilities or non-implementation of law, rules, bye-laws and
regulation can be registered with the Chief Commissioner for Persons
with Disabilities on line. The facility has been provided at the
website of the CCD
www.ccdisabilities.nic.in. The complainant also
gets an acknowledgement number for future correspondence/reference and
follow up of the case.
The complainants can get the latest status of their complaints through
internet. e-Status module through internet has features like advance
search while allows complaintants to search case details even if they
do not remember the case number. Simple instructions have also been
provided to operate the module and get the status of the case. The
website will currently display details of cases that have been
registered after 1st November, 2008 or cases in which action has been
taken by CCD office after 1st November, 2008.
The interim/final orders passed by CCD with effect from 1st December
2008 will be available on the website by January 2009.
While appreciating the tremendous efforts with which the office of
Chief Commissioners of Disability (CCD) has developed the system for
online registration of complaints as well as easy and instant access
to the status of the cases through internet and mobile phone, she
urged office of State Commissioners to use State specific language in
the new initiatives to benefit disabled persons of the respective
State . Transmission of information through mobile phones will
particularly benefit people in remoter areas. Action to develop an
Accessible Website of the office of CCD is indeed a huge effort that
will happen soon. Smt Kumar requested the State Commissioners to
develop their websites and make them compatible so that persons with
disabilities can receive information with much ease and at low cost.
She also asked them to come up with publications as has been done by
the office of CCD and exchange the documents.
