Unable to access DCDT ldap server

to Direct Certificate Discovery Tool

I am trying to run the DCDT test "D3 - Valid address bound certificate discovery in LDAP". I am seeing this error in my HISP log file:

Caused by: javax.naming.CommunicationException: ldap.dcdt31.healthit.gov:11389 [Root exception is java.net.SocketTimeoutException: connect timed out]

Is anyone else able to run the "D3" test successfully and connect to the DCDT LDAP server?
