D17: CRL intermittently unavailable

The CRL URL for case D17 (http://pki.dcdt31prod.sitenv.org:10080/dcdt31prod.sitenv.org_ca_root.crl) sometimes gives a 0-length file. Sometimes I get a CRL downloaded, sometimes not. This means we cannot reliably pass this test case. Is it possible to fix this?
